Space industry's Brexit fears

AN AIR of confidence and normality prevailed at the fourth biennial UK Space Conference (UKSC) in Manchester this week despite its rather awkward juxtaposition between the city's terrorist atrocity and the country's unexpected general election.

But scratch a little deeper amongst delegates and exhibitors and there was one over-riding business concern just under the surface - the potential impact of 'Brexit' on the future of the industry.

Last June's referendum result seems to have been universally unpopular across both the rapidly growing UK space industry itself and in academic circles more generally.

So it was no surprise that speakers not constrained by pre-election 'purdah' rules took the opportunity during the opening plenary to have their say.

Speaking to more than 1200 British and European space experts at UKSC, Richard Peckham, head of trade organisation Ukspace and director of strategy for Airbus Defence & Space, raised the prospect of Brexit damaging the buoyant and expanding sector.

His general tone was that a 'hard’ or ‘no deal’ Brexit delivered by a future [Tory] government could seriously affect the UK’s £14 billion a year space industry, which is estimated to contribute around £250 billion a year across the British economy. 
  
“Research-based academia and industry here and in Europe are completely entwined with goods, services, data and people crossing borders and I don’t think I’ve met anybody in the space industry or academia who wanted Brexit. Uncharted waters lie ahead,” he said.

“The space industry sees many challenges ahead as we navigate ourselves as a nation out of the European Union with the potential for major disruption to our businesses if things go badly.”

Mr Peckham described the most immediate threat as continued participation in the EU’s Galileo navigation and Copernicus Earth observation programmes, as well as Govsatcom (communications), IRIS (air traffic management) and SSA/SST (space debris).

“Our industry is already feeling the pain, especially as customers and suppliers in other nations are making contingency plans for the worst case in which British companies become ineligible for future contracts, and are planning to exclude British companies now just to be on the safe side,” he added.

“To be realistic there are some other countries out there who will see this as an opportunity to take work from the UK and I would urge government not to approach these negotiations in such an adversarial manner.”

Earlier Graham Tunnock, appointed chief executive of the UK Space Agency (UKSA) on 1 April, said election rules allowed him to attend the conference but restricted his comments on future government space policy.

Jan Worner, European Space Agency (ESA) director general, reminded delegates that at last year’s ministerial meeting the UK had committed €1.4 billion to ESA’s budget until 2020 and he urged the UK to remain a strong member of the ESA community.

“Brexit is happening and you have made a decision which I do not like,” he said. “UK membership of ESA is not at all in question but of course a future exchange rate might have an effect in the future.”

He also said it would be vital to find a solution for the ESA family members living and working in the UK from other countries.

 “I understand the politicians will be discussing a divorce between London and Brussels but in any divorce there are the children and in that respect we are the children,” he added.


The UK space trade association presented a ‘facts and figures’ document and urged British delegates to lobby their MPs on behalf of the space industry.

“The decision to leave the EU has created significant uncertainty and could impact the efficiency of the integrated supply chain, R&D collaboration and joint programmes with other countries,” it stated.

Five key requests for the Brexit negotiations are listed:
  • Retain full access to vital EU space programmes
  • Avoid UK industry being marginalised during Brexit process 
  • Retain access to and influence in the collaborative R&D programmes run by the EU
  • Maintain access to the EU pool of skilled labour which is required to maintain UK competitiveness
  • Keep frictionless access to the EU single market without burdensome customs and administration.
The UK space industry is currently showing growth of around seven percent a year and provides jobs for around 40,000 people.

Prior to any notion that the UK might leave the EU, the Space Innovation and Growth Strategy (IGS) set an ambitious target to increase Britain's share of the global space economy form six to 10 percent by 2030, raising revenue to £40 billion a year and potentially creating more than 100,000 skilled jobs.

"Brexit - we have a problem!"


The British government announced this week the intriguing appointment of life-long and passionate youth hosteller Graham Tunnock to head up the UK Space Agency (UKSA).

Mr Tunnock, in stark contrast to his predecessor Dr David Parker, has apparently no previous space industry experience and is being drafted in from the relative obscurity of the ‘Better Regulation Executive’, a demure unit buried within the Department for Business, Energy and Industrial Strategy, where he was Chief Executive.

His new post, which he takes up on 1 April 2017, will undoubtedly be higher profile as he guides UKSA through the turbulent and uncharted waters of Brexit and beyond.

On the face of it, Brexit should have no impact on the UK’s role and contributions to ESA as the agreement and working relationship is largely outside of the EU. At least that is the argument for now.

Perhaps a bigger long term issue in terms of Brexit fallout for UK space might be that of ‘mission creep’. As well as being outside the European Single Market, there is a suggestion that the UK could leave the Customs Union, the European Convention on Human Rights and Euratom (legally distinct from the EU but is governed by it).

Stormy waters may well lie ahead for any organisation linked to Europe and, given the many unknowns ahead, it is certainly not clear where this might end, especially if those on the political right for whom the word ‘Europe’ is an anathema get their way.

Perhaps it is not surprising therefore that Theresa May’s government has chosen to appoint a relative ‘space neutral’ at this time, someone who might be more comfortable with regulations and procedures than the technical details of a space programme that succeeds through close European cooperation.

A brief delve onto the Internet delivers a relatively ‘lite’ online footprint for Mr Tunnock. Nothing on LinkedIn, for example, and in Google his name is immediately associated with the Youth Hostel Association (YHA) and not much else, unless he is connected to the family of Tunnock’s teacake* fame.

“Graham is a lifelong hosteller”, begins the entry about him on the YHA website. “He was quickly bitten by the bug on family holidays and soon started hostelling independently with his brother and friends in his teens, his passion for hostelling developing alongside another great enthusiasm of his life, cycling. He has continued to hostel in adult life and a personal highlight is the annual YHA weekend he organises for his cycling club.”

Quite a contrast to the previous long-term and passionate space proponent Dr David Parker who brought with him a wealth of relevant space experience and contacts when he took up the post in 2013. Dr Parker is now Director of Human Spaceflight and Robotic Exploration with ESA.

On leaving he was able to cite many recent advances in UK space policy, including the 25% increase in UK funding of ESA made at its Council of Ministers in 2012 as probably having the biggest impact.


One of his proudest moments was in July 2015 when ESA moved into the European Centre for Satellite Applications and Telecommunications (ECSAT), a superb new facility at Harwell in Oxfordshire.

“This was a project that I lived with since 2008 and it was an emotional moment to see the flags of all the ESA member states raised in honour on UK soil for the first time. For me, it symbolised the UK anchored in ESA, and ESA anchored in the UK,” he said.

Announcing his successor’s permanent appointment on 1 March, a UKSA statement said Mr Tunnock had “extensive experience across Whitehall and at a European level, having also worked in the European Commission and held several other posts in the UK Civil Service”.

It went on: “He will be responsible for realising the agency’s aims of increasing the size of the UK space industry, using space to understand planet Earth and the universe, supporting British businesses to deliver practical help to developing countries and overseeing the Agency’s plans to establish commercial spaceflight in the UK.”

Whilst management of UK space interests related to manufacturing and assembly of spacecraft and satellites, their systems and subsystems ought not to be affected by Brexit, in reality the British space industry is strongly tied to pan-European consortia. Tunnock’s experience in handling ‘regulation’ might just come in handy.

Still, given the many unknowns still to be unravelled, it is highly likely that a future roadmap of UK participation in European space will be influenced by the shape of post-Brexit UK and its relations, good or bad, with the rest of Europe.

The present situation will evolve in some way simply because the economic profile of the UK will be different - though the magnitude of change is likely to be contingent on the terms of the negotiated settlement and the new political climate. In turn, this may well influence decisions taken in Europe about the amount of work shared out to consortia facilities in respective ESA member states.

There is also a question mark over the increasing interests of the EU itself in space programmes and policy. For example, full involvement in Europe’s Galileo satellite navigation programme, an EU-led space project, might be at risk following Brexit unless a specific agreement is reached.

Basic services from the Galileo satellites are available to all but use of the encrypted, robust Public Regulated Service (PRS) designed for government-authorised users - such as fire brigades and the police - may be restricted to those outside of the EU.

Whatever the post-Brexit shape of the UK, the necessary readjustment of the domestic economy along with newly placed priorities at government level may eventually change the level of support - and thus the amount of money available - for national and international projects and programmes, including those of ESA.

So far, the government has indicated it is fully committed to supporting the country’s robust and expanding aerospace sector, one of the strongest growing sectors in UK investment and revenue.

Although British civil servants traditionally remain neutral of government policy, it has already been suggested that some new appointees across government departments are being selected partly on the grounds that their personal views are more sympathetic to the political aims of Brexit.

Only time will tell whether there was any such motive behind the appointment of Graham Tunnock as chief executive of UKSA and, if so, the effects this might ultimately have on the British space industry.

Despite assurances to the contrary, a post-Brexit Britain may not sit so comfortably with Europe’s space ambitions, particularly if the EU becomes more involved. One way or another our hugely successful space industry looks set to have a fight on its hands.


*Tunnock’s teacakes are a traditional English biscuit (soft marshmallow on a biscuit base coated in milk chocolate) developed by family bakers who first started trading in the 1890s.

Rosetta inspires Vangelis album


Legendary composer and pioneer of electronic music Vangelis has produced a brand new album, ‘Rosetta’, inspired by ESA’s Rosetta mission.

The release of the album by Decca Records on 23 September will coincide with the culmination of Rosetta’s 12-year mission to orbit and land its Philae probe on Comet 67P/Churyumov-Gerasimenko. Rosetta is set to complete its journey in a controlled descent to the surface of the comet on 30 September.

The story of this mission fuelled Vangelis’ long-held passion for space and inspired him to create his first new studio album in 18 years.

Vangelis’ music is often linked to themes of science, history and exploration. Alongside his Academy award-winning score for ‘Chariots of Fire’, he has written for films including ‘Bladerunner’, ‘Antarctica’, ‘1492: Conquest of Paradise’, ‘The Bounty’ and ‘Alexander’.

“Mythology, science and space exploration are subjects that have fascinated me since my early childhood. And they were always connected somehow with the music I write,” said Vangelis.
ESA’s connection with Vangelis goes back several years to when ESA astronaut André Kuipers was on the International Space Station. André is a big fan and he had a lot of Vangelis’ music with him in space.

After sharing stories and experiences with André via video call from the ISS, Vangelis was inspired to write some music for ESA to mark the landing of Philae on the comet in 2014.

To Vangelis, music is a sacred, basic force of the Universe, its purpose to elevate, inspire and to heal humankind. Never has this been more obvious than on ‘Rosetta’, an album that perfectly blends his fascination with the Universe and his ability to compose stirring music.

“With music, you can enhance emotions and create memories: I believe that what Vangelis wanted to do was share a lasting memory of our Rosetta mission through his music,” says Carl Walker, from ESA’s communication department.

Vangelis has dedicated this new album to everyone who made the ESA’s ongoing Rosetta mission possible, in particular extending the track called ‘Rosetta’s Waltz’ as an expression of his appreciation to the mission team.

“Rosetta has been an amazing journey for everybody involved, both scientifically and technically, but it has also connected emotionally with so many people around the world,” says ESA’s Prof Mark McCaughrean, senior science advisor in the Directorate of Science.

“So you can imagine how proud we were when one of the world’s great composers Vangelis made some music for us at the time of landing, and how excited we are that he’s put together a whole album of original music about this astonishing adventure.”

Planet Earth is blue



I’m just about to book an online rail ticket for a trip into London from Peterborough next week on Virgin’s East Coast mainline service. It’s a fast, 50 minute journey and a flexible day return ticket, including London Underground, is £110.

On the other side of the world another member of the Virgin group - Virgin Galactic - has just unveiled its newly built spaceship, VSS Unity, in a ceremony at the company’s factory in Mojave, California.

Future tourist trips into near-Earth space - with five minutes of weightlessness - will probably take about the same time as my journey to London.

The big difference will be the price. Currently Virgin Galactic is selling advance tickets at £175,000, though it does suggest this is likely to reduce once things get properly underway.

Would I be interested in a return trip into sub-orbital space costing tens of thousands of pounds. Given the resources, of course, I would!

This will be the first time that ordinary people without any training will be able to view the curvature of Earth against the blackness of space, floating like an astronaut, and seeing our fragile atmosphere which is as thin as an eggshell.


“It’s almost too good to be true, isn’t it?” said Sir Richard Branson, the founder of Virgin group, after the gleaming white and silver spacecraft was wheeled into the centre of the cavernous hangar.

“I’ve always believed that having the best-looking planes and trains in the world, while not a guarantee, is a good place to start,” he joked. “Isn’t she beautiful?”

More than 700 people have already signed up to fly on Virgin Galactic’s trips into space, which will be launched from SpacePort America, New Mexico, but could one day even fly from the UK.

The development and testing for the vehicle, however, has all taken place in Mojave, at the same airfield where Chuck Yeager became the first human being to break the sound barrier in his Bell X1.

The day’s jubilant tone was tinged with poignancy as Virgin Galactic’s CEO, George Whitesides, recalled meeting with Branson in November 2014 on the day of the crash.

After a nine-month investigation, the National Transportation Safety Board ruled to be pilot error, the result of unlocking the ‘feathering’ system – designed to slow the craft down during re-entry – too early in the flight.

Virgin Galactic remains cagey about announcing an expected timeline for a first flight public – saying it wants to give the safety testing as much time as necessary. Two years would seem a good estimate.

Unity will be tested as a whole craft, first on the ground then in tethered flight to the carrying aircraft, then in controlled glide, and then finally in powered flight.

Branson admitted to reporters before the ceremony began that it was “pretty cool to be taking people into space” but said that the technology developed for space tourism would, he believed, one day also prove useful for edge-of-space high-speed intercontinental travel.

Gagarin and his hat


My career as a journalist has presented many wonderful opportunities to interview people from all walks of life, not to mention a considerable number of pioneering spacemen and women.

Yuri Gagarin, the first human to orbit Earth, was of course before my time. He died tragically in 1968, just as America was preparing to send its first citizens to the Moon and I was still learning my ABCs.

Not to be thwarted by this slight mis-match in time, I decided to catch up with Mr Gagarin somewhat retrospectively.

Soon after his record-breaking flight he arrived in London as part of his post-mission world tour, a trip that the British government of the day initially wanted to keep low key.

In the end his popularity meant it was quickly transformed into a fully-fledged State visit and he returned to the capital following a fleeting diversion to Manchester at the behest of  the Union of Foundry Workers.

On a sunny July morning in 1961 our hero arrived in London for the second time and, during a stroll beside the Thames, it happened that nature called, as it implicitly does when Royalty and things of State are suddenly on your meeting agenda.

So it was as Mr Gagarin surreptitiously slipped his minder and popped into the Gents near the Tower of London for a quick brush-up that our time-travelling paths coincided - and opportunity knocked.

As we shared a handbasin and a leaky tap I was tempted to do the British thing and ask him what the weather was like in Moscow. But I just couldn’t take my eyes off his big hat.

And this is how my spontaneous interview with Mr Yuri Gagarin, Hero of the Soviet Union, Russian space pilot and all round good guy, came about.


At this point thanks are due  to my friend, fellow writer and map expert Brian Nicholls who had the presence of mind to capture the moment and kindly provided the following transcript of my bumbling interview, reproduced below in ‘print’ for the first time.

Clive: We have seen that iconic picture of you stepping off the plane at Heathrow. But tell me. Your officer’s hat - it does seem a little big. Is it where you keep your sandwiches?

Yuri: In our beloved homeland, Russia, we don’t use this expression ‘the biggest thing since sliced bread’. In fact, we don’t even know what sliced bread is! However, we have heard of the Earl of Sandwich. But you’re right, our biggest thing is our hats. All officers wear them. As for where we keep our sandwiches - well, I have been invited to Lyons corner shop and the Ritz - so maybe I could take some and put them under my hat. Ha! Under my hat! Get it?

Clive: Talking of headgear. I have also seen that rather jerky, rather shaky film of you staring out under your helmet. You certainly seemed to be bouncing around a bit. Is there any reason for that?

Yuri: In orbit it is particularly, as you say, ‘crammed’ with instrumentation. But it does not help if the engineer did not release the previous occupant, namely the dog. It was nothing to do with the speed, or the camera - it was me sitting on the damn dog. They should have taken it out first!

Clive: I see. Tell me about you being a hero in Russia. Do you get any privileges?

Yuri: In your country you get, I believe, Green Shield Stamps. Da?

Clive: And loyalty cards like Nectar, Virgin Atlantic Flying Club and, of course, The Co-operative.

Yuri: Ah yes. But I got... nothing. Absolutely nothing. No stamps, no vouchers... nothing for my amazing space trip. They said I never did enough orbits so now they are sending me round the world by our national propeller driven planes so I can get some stamps. Then I can cash in and get an iron for my wife who has been asking where I have been. Wives. They are the limit aren’t they?

By now he was crumpling a damp green paper towel and looking for the bin. I took my cue.

Clive: At this point, Yuri, I have to say thank you for talking to me. It has been a privilege. Do svidaniya.

Logo goes up in smoke

 

I always enjoy a good rocket launch and last night's Ariane 5 from French Guiana carrying Europe's latest weather satellite for EUMETSAT was no exception.

It was especially good to see the giant MSG-4 logo on the side of the Ariane rocket because the logo was designed for EUMETSAT by myself and Andrew Hunt back in 2002.


At the time I ran the award-winning media agency SimComm Europe, which was based in Havant near Portsmouth, and Andy freelanced for us.


I worked extensively for both EUMETSAT, based in Darmstadt, Germany, and for the media and public outreach departments of ESA's Paris headquarters and Netherlands technology base, writing and producing annual reports, newsletters, website copy, press releases and brochures.

For our humble MSG logo this last night’s launch was its fourth and final flight into space on the side of an Ariane 5 rocket. This was the press release we issued back on 22 August 2002:

The design work of a Havant company will quite literally be going into orbit shortly before midnight tonight.

A giant logo created by SimComm Europe is on the side of Europe's Ariane 5 rocket which is due to blast a new European weather satellite into space.

The launch of the first Meteosat Second Generation satellite for Europe's German-based Eumetsat weather organisation is scheduled for 2330 BST from French Guiana in South America.

SimComm, based in Brockhampton Lane, has been working with Eumetsat for a number of years and designed the logo for use in various kinds of publicity material connected with the launch.

"The logo has been used in many documents and on stickers, pens and notebooks," said SimComm managing director Clive Simpson.

"However, we're delighted to see  our work on the side of a rocket - it's quite a coup for a PR and design agency, and not every day you get such prestigious exposure."

Meteosat Second Generation will replace the current series of weather satellites which provide the pictures and information for our daily weather forecasts.

In 2003 SimComm also wrote, produced and handled the worldwide distribution of Eumetsat’s MSG information book and user guide.

The 80-page full colour document, in both English and French versions, promoted the value of the Meteosat Second Generation programme.

SimComm writer Lucy Owens (now Mrs Lucy Kemp), who also acted as deputy editor for myself on Spaceflight magazine, went on a press trip to French Guiana for the first MSG launch.

Unfortunately, as is so often the case with launches, her trek to South America proved in vain as far as witnessing a spectacular launch was concerned after a technical fault delayed it beyond the scheduled length of the press trip.
